Abstract: The current situation state-owned German universities have to cope with is characterized by a change process, which is induced by declining public finances and, consequentially, increasing competition. A prerequisite to emerging victorious from this process is that the university builds up a high profile even on the schools' level, which can only be achieved by developing new means of resource distribution in order to stimulate the schools' performance output and other goal-oriented efforts. Therefore, a new goal-oriented budgeting system is needed, and a corresponding information system has to be developed to support the new approach and to guarantee its acceptance and practicability.|In our paper, we first describe such a new conceptual approach to budget planning and allocation on the schools' level, which promotes autonomy and goal-orientation and provides incentives in order to optimize the performance and innovation outputs. Subsequently, we focus on the design and implementation of a software application system, which realizes computer support for this approach. An object-oriented UML model and the discussion of selected design decisions provide background information about a stand-alone prototype implementation that already exists. We provide an analysis of different design and implementation aspects concerning a layered architecture for the final software product and the evolution of the prototype to become a distributed application.|
